Add branch protection rules for `gh-pages`

Currently there is no branch protection for the gh-pages

A branch protection rule should be added with the following

1. required review from a code-owner
2. allow to by-pass rule for the github-docs-bot
3. Docs to gh-pages are published by a bot requires change here
