Update the documentation for open-data

Problem

Another issue which needs to be created: the documentation in open-data (and possible se-open-data) is very stale and needs updating.

Resolution

Review and update it for the current status.

This primarily means looking through the files in doc/, but there are other bits and pieces throughout the project which need to be found and reviewed.

Things which can be removed, updated, or supplemented should be highlighted.

What it also needs to include is documentation on how to install the project as it is now.

And then this needs executing.
