Bump version references for v0.12.7 and v0.13.1
Document optional syncPaths and how retiring a mod reaches clients
Cover both SPT lines: 4.0 (SPT/) and 4.1 (SPT_Runtime/) The wiki documented the 4.0 layout only, so anyone installing v0.13.0 on SPT 4.1 was given the wrong server folder in every path example. SPT 4.1 renamed SPT/ to SPT_Runtime/, but config paths are relative to that folder, so the config itself is unchanged - stated explicitly so nobody rewrites a working config. Home gains a which-version table, and the baseFiles section documents the 0.13.0 removal fix for mods that ADD files rather than replace them, with the older 0.12.6 behaviour kept for the 4.0 line.
