unable to use "update lvls from sim" when the window is too long

over time the "update lvls from sim" window gets longer so that sometime the confirmation button isnt visible anymore. a workaround that i found is to remove the skills that are lvld passively but not used.
I think the best solution would be to add a scroll bar and the second best is to move the confirmation button to the top of the window

I think it is in general better to have the skills lvl display as lvl (%%) instead of in two rows because it is the same as in the top left.
Also I guess that it is an improvement because each skill uses 2 onstead of 3 rows but i think that the issue still exists in theory.
you could create a case where you lvl up as many researches as there are if you use the weights right. we also dont know if we get new features that you want to implement that may add more rows so it delays the problem into the future.
Additionaly people with a smaler vertical screen resolution (i know very rare but possible) run into the problem sooner.
