DB Secret Quotes Then Base64-encodes database username/password

Starting with 2.0.2-bb.6, the DB secret is quoted and then base64-encoded: https://repo1.dso.mil/big-bang/product/maintained/confluence/-/blob/2.0.2-bb.6/chart/templates/bigbang/db-secret.yaml?ref_type=tags

This results in the quotes becoming part of the literal password string. This is in comparison to the older DB secret template, which simply base64-encodes the text:
