build: bump pbxproj to 70 (sprint 5a + petname + Stage 4a TestFlight)

Note: build 69's external TF submission is still pending and intentionally HELD per the prior session's HANDOFF. This bump moves to 70 (skipping 69 internally) so build 70 is what archives going forward.
