Update {pending} tag to provide more robust behaviour and a wider set of use-cases.

  • files are skipped if unchanged or only self-edited during the run, but re-queued on later edits; robust to renames without edits.
  • Added integration scenario integration/pending_hybrid to validate the new pending behavior end-to-end.
  • Updated {pending} documentation to clarify supported/unsupported use cases and state tracking semantics
