Adding a custom Telegram Bot API address to notification settings

Hi! Thanks to the developers for such an amazing product!
api.telegram.org is blocked in my country, which is why I'm having trouble creating notifications in Telegram. I'd like to see the option to specify a custom API address in the notification settings. Currently, api.telegram.org is forced into the code.

I ended up using ntfy for this. I deployed it with Dokploy, installed the ntfy app on my phone, joined the channel, and now I receive the notifications directly there.

It’s been working well for me, so I’d definitely recommend giving it a try.

Yes, I use it as a backup notification channel. But it's important for me to receive notifications from multiple independent sources for quick response.
