refactor: Prepare the toolchain for TypeScript 6 and TS-next validation

• widen the repo to TypeScript 6, remove remaining fragile compiler-internal assumptions in ganko, and centralize LSP tsconfig loading
• move typed ESLint integration onto the public parser-services path and add regression coverage for TS compatibility-sensitive type resolution
• add CI and packaging safeguards with TS version matrix coverage, package smoke testing, and bump package versions to 0.3.3
