ELIMS v0.1.0 - first Windows installer

First packaged release: installs the full ELIMS (OpenELIS Global 2) stack on Windows 10/11 with WSL2.

Two ways to install:

• Lean (this page): download ELIMS-Setup.exe below - it pulls ~1.9 GB of Docker images during setup (needs internet).
• Offline / USB: download the offline bundle from Google Drive (setup exe + images.tar, 1.9 GB) - installs with zero internet. Keep both files in the same folder.

Prerequisite (once per PC, as Administrator): wsl --install -d Ubuntu-24.04 then reboot.

After install: ELIMS icon in the Start Menu; UI at https://localhost:9443. See docs/INSTALLER.md for details and known limitations.
