This PR sets the manifest to version 3. I did not find how to define the background taks for both the firefox and the chrome browser, so I use two configuration files. Also, chrome and firefox have different ideas of how to get the maximum width for a plugin. Finally, this also adds devbox.json to more reliably run it.
