This PR adds support to teepod for running CVMs without KMS. If the
kmsfeature is not enabled in the app-compose.json, the CVM will operate without KMS. It generates a random disk encryption key upon each startup, causing the disk to be formatted every reboot. Data persistence across reboots is not available in this mode.
