This moves StartupSession into ⎕SE.Dyalog.Callbacks before calling itself and before shadowing any names, so its locals don't clash with any things that are imported into ⎕SE.

Native deserialisation

This uses the interpreter's native ability to evaluate APLAN rather than the separate I-beam. The I-beam created ns-valued members with the "impossible" nameclass 2.
