v0.1.0-test — compliance pipeline & upload tooling

Test release of the Dangerous eBikers evidence workspace: ingest pipeline, GDPR/YouTube compliance documentation, and YouTube upload automation.

What's included

• Ingest pipeline (ingest-incident.sh) — face blur, 16:9 letterbox, metadata strip, manifest + register
• YouTube upload (upload-incident.sh, youtube-upload.py) — private-by-default API upload
• Republish (republish-incident.sh) — recover from Shorts / wrong aspect ratio
• Compliance docs — COMPLIANCE-STATEMENT.md, UK-COMPLIANCE.md
• Channel assets — banner, watermark, Studio copy templates

Not included (local only)

• Video evidence (evidence/)
• Incident register (register/incidents.csv, manifests)
• OAuth credentials (config/client_secret.json)

Before production use

1. Complete ICO registration self-assessment
2. Sign Appendix A LIA in UK-COMPLIANCE.md
3. Configure OAuth per README
4. Create 2026 Incidents playlist in YouTube Studio
