[Federator] Static webpage issues

I note here some issues with the static web pages served under http://eida-federator.ethz.ch/:

• http://eida-federator.ethz.ch/fdsnws/ does not advertise availability
• All first level URLs give 404, which is a bit confusing for the user.

  • http://eida-federator.ethz.ch/fdsnws/station/
  • http://eida-federator.ethz.ch/fdsnws/availability/
  • http://eida-federator.ethz.ch/fdsnws/events/
• http://eida-federator.ethz.ch/fdsnws/availability/1/ gives a 404 expected to have some documentation about the endpoints available
