Proxy Contract is not Tested

It currently fails because of changes in how code generated actions (inline/deferred) are executed with code@eosio.code permission level rather than code@active.

This was the result of a temporary state of the code where unittest had not been migrated by implementors of major refactors. Coverage for that test has since been restored but this issue was not assigned/managed
