Question about setting the Basis

Is a partial basis useful or should the basis always be complete?

A partial basis - ie basis with incorrect numbers of basic and nonbasic variables - may be useful. HiGHS will use it to form a complete nonsingular basis.

How useful it is will (naturally) depend on how close it was to being complete, and the starting point defined by the completed basis.

However, I'd be surprised if it was significantly worse than no basis.
