Fix #2173

1. Enable centring (option run_centring) for analytic center LP.
2. I ran 850+ MIPs and HiGHS' behavior changes for 155 models. Half of these models show a speedup while the others show a slowdown.
3. The relative shifted geometric means of running times and numbers of branching nodes are 1.0085 and 1.0089 respectively, indicating that the overall impact of these changes on HiGHS' performance is rather small.
4. I added a test.
5. @jajhall suggested to use a larger value for ipm_optimality_tolerance when solving the analytic center LP. I will try this out in due course.

I don't fully understand the ramifications of what the parameter does for the interior point solver. From a high level view it looks good though! (Can confirm that the single line change the MILP code is correct)
