Issue Description

At the 2024 winter AMWG meeting, it was announced that the EUL dycore would be retired, with the decision receiving approval from the SSC at the 2024 summer CESM meeting. Thank you for your service, EUL—you will be missed as the most cost-effective dycore for low core counts!
