I think we need for bother LT and MT` for 1850:

@simone and/or @fvitt - Can you confirm that the tracer_cnst file should be updated for both the MT and LT case. While Francis put the aerosol files in the MT use_case, he did not put the tracer_cnst file into it.

I am thinking that the 1850_cam_lt.xml use case file should be identical to the 1850_cam_mt.xml use case file, with the exception of ubc_ (upper boundary conditions) settings in the 1850_cam_lt.xml file. Others can correct me if I am mistaken.

No se_statefreq change needed for spin-up
