Update LBC file asap

Issue Description

We need to update the LBC for CAM7 from:
/glade/campaign/cesm/cesmdata/inputdata/atm/waccm/lb/CMIP7/LBC_17500116-20221216_CMIP7_0p5degLat_c250326.nc

to:
/glade/u/home/jzhan166/scripts/LBC/clean/LBC_17500116-20221216_CMIP7_0p5degLat_OCSupdate_c250523.nc

This needs to be updated in asap. Simone (@tilmes) will be using this to create the MTt4s forcing.

We also need to change the lbc species list for MTt4s B and F-cases:

Do you mean that it needs to go in the following (and only on these):

namelist_files/use_cases/1850_trop_strat_t4s_cam7.xml:<flbc_list>
namelist_files/use_cases/hist_trop_strat_t4s_cam7.xml:<flbc_list>

this is the list for MTso

One more thing: would it be ok to add in the same tag the new value for seasalt_emis_scale in the same tag:

seasalt_emis_scale = 1.5->1.55

We would change it in:

namelist_files/namelist_defaults_cam.xml:<seasalt_emis_scale ver="strat" clubb_sgs="1" phys="cam7"                >1.50D0</seasalt_emis_scale>

Should I create a new PR for this or just add the changes to #1534?

I would suggest you just add these changes to #1534. I am currently working on tagging the CLUBB PR (pending approval from tomorrow's CESM meeting) but this issue is scheduled to follow it. Folding it in #1534 seems to make the most sense
