initial CICE6 port to CESM+NUOPC

This is an initial port of CICE6 into CESM+NUOPC. It is far from complete but I am able to build and run a case with the appropriate cap on cheyenne as follows,

cd C6cap02n
./xmlchange DOUT_S=FALSE,INFO_DBUG=2,JOB_WALLCLOCK_TIME=0:30:00
add to user_nl_cice,
  diagfreq = 1
./case.build
./case.submit

Requires the appropriate CESM_CICE top layer version.
