Cdeps 1850 aero co2 ndep updates

Description of changes

Update CPLHIST and 1850 compsets to point to the new CMIP7 CO2, ndep, aerosols from either CMIP7 or latest coupled spinup simulations.

• Resolves Create new auxiliary history file for cplhist test with ndep data  #1844
• Partial for Turn on use of ndep from CAM/datm and turn off (and remove) ndep capability inside of CTSM #1900
• Partial for Document, test, and add testing for running CPLHIST cases in NUOPC starting from a B case #3410
