Set up org-level GitHub Actions workflow to validate EVERSE citation files

Overview

Set up a GitHub Actions workflow at the EVERSE-ResearchSoftware organisation level to validate citation files (CITATION.cff) across all EVERSE repositories and raise a pull request per repository where issues are found.

Tasks

• Identify all EVERSE-ResearchSoftware repos with or without CITATION.cff
• Set up validation workflow using cffinit or equivalent tool
• Raise PRs per repo for any missing or invalid citation files

Context

Action assigned to Faruk Diblen at TF2 meeting 23 March 2026. Citation files have already been added to the radar, dashboard, and indicators repositories.
