Updated TOC in Default2022 presentation style to be resizable

This adds resize ability for TOC section in Default2022 presentation style.

Guess you could even make this optional by triggering off the CollapsibleSections transform argument:

  <TransformComponentArguments>
    <Argument Key="CollapsibleSections" Value="True" />
  </TransformComponentArguments>

But that's likely getting outside my depth of knowledge for SHFB.

Thanks. I merged the changes manually and made a few updates. I added a new ResizableTocColumn transformation argument that allows you to enable the resizable TOC column. I also moved the hard-coded styles to CSS classes.
