MHGEN Monster HP bars v3

• Added JPN region support.
• Added monster cuttable part HP bar. For monster with cuttable parts (like tails), a smaller bar is shown below the main monster HP bar. When the bar is empty, the part is cut.

Notes:
EUR version is untested, but should work the same as the US version.

If you have the US version of the game and version 1, you don't need to update as there is no change in the USA version.
