Add a create button to create a collection and open a collection

• Add a button in the sidebar to create a new collection. This button is only temporary until the parent feature is completed.
• When the button is clicked, a modal should be opened with which a folder can be selected in which the collection can be created. In addition, there should be an input field in which the collection title can be written. Both fields are mandatory.
• When this collection has been created, the path should be written to the settings.json and loaded in the collectionStore.
• In addition, an exception should be thrown if a collection already exists in the folder.

Perhaps the difference between a collection and a folder is not clear. A folder only has the property of building up the structure of the collection. It only has a title, children, and a parent. The collection contains much more, it contains environments and variables. Collection is always the root and can only exist once per project. Have a look at the readme to see where your default collection is located. In the long term it should be possible to create a collection at different locations, but only one should be open at a time.
