Advance EarthWorksOrg/CAM to include changes from the ESCOMP/CAM 'cam6_4_100' tag. This matches with updates of other externals to what's used in ESCOMP/CESM tag 'cesm3_0_alpha07b'.

Update EarthWorksOrg/CAM with upstream work in 'cesm3_0_alpha07b' from
ESCOMP/CESM
These timers are difficult to keep in place as CAM develops. If they are
to be kept, someone needs to contribute them to ESCOMP/CAM.

This changes or removes some entries in xml files to share data and changes with CAM
Trying to align this fork (EarthWorksOrg/CAM) with the upstream
(ESCOMP/CAM) through this PR and ESCOMP/CAM PR#1352
