Description
Removes the deprecated create_list tracker endpoint function as it is no longer available via API.
Also found builds were failing because we didn't specify an explicit Java version for the lint step so added that. Bumped all deps on CI, bumped error prone which is what was throwing errors on Java 23 which removed some vulnerabilities; however, found the project is not currently buildable on Java 23.
