After 12 or so other successes with other tenants, the 13th is causing me issues.
The UI appears to get to, or just past site settings then errors out

The error is:
Apply-PnPProvisioningTemplate -Path ($path + "RemoteLearningTemplate.xml") -Verbose
Apply-PnPProvisioningTemplate : Access denied. You do not have permission to perform this action or access this resource.

Tried different admin accounts, including the original account at creation of the tenant.
Please can you assist ?

I have enabled Tracing and found the issue appears to be with the RemoteLearningTemplate.xml
The error is about adding external accounts to the site, namely bfcnetworks@newwaveacademycom.onmicrosoft.com and teacher1@newwaveacademy.com
This seems to come from RemoteLearningTemplate.xml

Why is this template trying to add 3rd party additional administrators ?

I managed to this working - Downloaded a fresh copy of the scripts and now it shows an error but carries on when trying to add the accounts newwaveacademy.
In addition, I had to downgrade mySharePointPnPPowerShellOnline with the command:
Import-Module SharePointPnPPowerShellOnline -MaximumVersion 3.23.2007.1
