This PR exposes the isTimeoutException guard. It is defined in core but not exposed in Cause.

@mlegenhausen - I believe you accidentally marked the changeset as a major, which triggered our CI to update your PR with a whole bunch of unnecessary stuff and re-target your branch to our next-major branch.

Could you please change to a patch release and re-target your branch to main? I'm not 100% sure but you may need to clean up the PR as well after the fact, but we will see once the changeset is updated.

I think I need to reopen the PR. It seems a rebase and changeset change did not help.
