docs(strategy): AGENTIC-PC2-MONETISATION-2026-05 strategic mandate

Establishes the canonical blueprint for PC2 becoming the user's
Monetisation Agent: a conversational AI on the user's sovereign
node that packages, prices, dDRM-protects, tokenises, and trades
their digital assets with other agents, fully aligned with the
published Elacity manifesto.

Comprehensive 1,252-line strategic document organised as:
- §1-3 thesis + alignment matrix mapping eight manifesto principles
  to existing PC2 capabilities, gaps, and time-phased delivery
- §4 eleven Monetisation Agent capabilities (C0-C12) with PC2
  mechanism, dDRM hook, failure modes, safety rails, capsule output
- §5 DreamServer (Light-Heart-Labs) per-component disposition:
  5 embed-directly, 3 wrap-as-capsule, 4 re-implement, 3 inspire,
  4 reject. Apache-2.0 inbound-compatible with PC2 AGPL-3.0
- §6 agentic protocol plan (MCP + A2A + L402 + ERC-8004 + DID)
- §7 eight ADRs in Nygard format
- §8 threat model: full OWASP LLM Top 10 (2025) + STRIDE + LINDDUN
- §9 SPDX license-compatibility matrix; flags n8n (SUL) and
  ComfyUI (GPL-3.0) as non-embeddable for AGPL-3.0-only outbound
- §10 First Shippable Milestone (v1.3.0 Alpha) with ~16-20 eng-week
  scope and explicit no-go criteria
- §11 Three-Horizons roadmap (90d / 18mo / 36mo) slotting into the
  walkaway-passable trajectory
- §12 six open questions for CEO sign-off
- §13 glossary, references, FAIR risk register
