Current Behavior

The build scripts assume a particular environment, and will fail is prerequsites are not met. This is true for both Linux and Windows builds.

Expected Behavior

Build scripts gather necessary dependencies as possible.

Steps To Reproduce

Run make all from a clean install of Debian or Windows 11.

Environment

- OS:Windows 11, Pengwin 13
