`reserved_to_block` thousands of blocks in the future

Issue and Steps to Reproduce

1. Fund LN on-chain wallet with a standard bitcoin txn
2. lightning-cli listfunds for outputs shows reserved: true and reserved_to_block about 2K to 4K blocks in the future for new UTXOs

• affects all of my recent utxos; even recent ones that could never have been used for a channel opening
• no pending channel opens as of bug
• result: UTXOs unavailable for channel opening

is there any way to change reserved_to_block and is there possibly a bug where CLN is reserving too far out in the future?

Is it possible that a single force closure caused subsequent UTXOs to have a long reserve time?

Is there any way to override reserved_to_block?

I only see a handful of places in the code that reference reserved_to_block and reserved_til.
