#26961 — Microsoft VS Code throws error when opening code from OpenCode Desktop

Description

VS Code is installed at D:\Program Files\Microsoft VS Code. When using the VS Code button in the top-right corner of the OpenCode desktop to open a file, it throws an error: Request failed - Error invoking remote method 'open-path': Error: spawn [object Promise] ENOENT. PowerShell also throws this error.

Skipping — platform-specific issue (Windows path with spaces in VS Code install directory). Cannot reproduce on Linux. Needs manual triage on Windows.

Resolved via delivery-loop pipeline.

Fixes applied:

1. open-path IPC handler: On Windows, .cmd/.bat files (like VS Code's code.cmd) are now executed via cmd.exe /c instead of being spawned directly by execFile, which cannot execute batch files. This fixes the spawn ENOENT error when VS Code's resolved path is a .cmd file.

2. checkAppExists on Windows: Now actually checks if the app can be resolved via resolveWindowsAppPath instead of always returning true. This means the VS Code button is only shown if VS Code is actually installed and discoverable on the system.
