v2.13.1 — Windows path resolution fix

Fixed

• Windows path resolution in council — replaced manual import.meta.url.replace('file://', '') with fileURLToPath() in src/council.ts. The hand-rolled stripping left a leading / on Windows file URLs (file:///C:/... → /C:/...), breaking config path resolution and the project-directory safety check. Thanks @shendiid (#47)
• Council safety check now uses path.relative instead of POSIX-only '/' separator — the moduleRoot + '/' prefix check was Windows-incorrect (\ vs /); now uses path.relative() so the safety guard works across platforms

Verification

• npm run build && npm run lint && npm run format:check && npm run test — all pass (438 tests)
