[REFACTOR] Remove `ResourceManager` from `Object` plugin

Problem Statement

ResourceManager is not necessarily for visual elements like Object plugin context. For e.g.: a ResourceManager for name <-> entity.

Proposed Solution

Put ResourceManager outside of Object plugin. In a separate plugin.
