Implement sequence filtering for import processes

Import processes should be able to apply the following filters to the sequences retrieved or input:

• Fragment/no fragment
• Fractional sequence retrieval (subset of total sequences)
• Taxonomy (exclude to the specified taxonomic categories)
• Restrict sequences to specified family(s) (option C and D only) #153
