Initial launch of webpage

MAINT: Keep develop up to date
Added markdown file containing first draft of guidelines for letter review.
Included Microsoft autosaves in the gitignore file.
Added the word document with the overly supportive nomination letter.
Separate stylesheet for CSS.

ENH - Navbar and separate pages
Added new sample letter page tab to navbar, improved syntax (wrapped nav tags around bar, renamed "bar" class to pageTab for clarity. Adjusted code formatting for readability.
Updated reviewer guidelines after discussion in meeting 3.
Added a nomination example letter with undersupportive and undermining wording for a female nominee.
Used track changes to add areas to highlight and reasons why the highlighted text is good or bad.
Highlighted text that will have commentary. Added commentary to hightlighted text of letter1.

Added letter2, highlighted text that will have commentary, added placeholder text.

Added HoverText explaining why certain sections of the undermining nomination letter are inappropriate.
Added a list of potential unconcious biases that are
commonly seen in letters.
Created a form for reviewers to fill out when submitting a review.

Just went through all the changes and it looks good enough to roll out! 🐴

reverted to old tooltip style with title text, changed hover color.
reverted tooltip to title text, until better solution can be found.
reverted to previous tooltip style for letter 2
reverted to original tooltip style until a better solution can be found
