[Feature] Deny teleport requests when you have a request pending. #1550

Pretty simple request really, an option in the config that you can't receive a teleport request if you have one pending.
I had a few "reports" that people who were about to accept /tpahere are sent a new one at the last second (as they press enter or w/e) and are sent so somewhere other then where they thought they were going.
If a player has an already existing teleport request, any other people send a request will receive a polite message to bugger off.
If this is an already exiting feature, please point me towards the documentations (feel free to make me feel like a total idiot whilst you're at it).
