Action Performed:

1. Go to staging.new.expensify.com
2. Go offline
3. Request money from user that has no unsettled IOU
4. Go to combined IOU report
5. Note that the add receipt thumbnail is grayed out
6. Create another IOU request
7. Go to transaction thread
8. Note that the add receipt thumbnail is not grayed out

Expected Result:

There should be consistency in whether to gray out add receipt thumbnail in combined report and transaction thread when request is created offline

Actual Result:

Add receipt thumbnail in combined report (Steo 4) is grayed out, but it is not grayed out in transaction thread (Step 7)

@stitesExpensify FYI I haven't added the External label as I wasn't 100% sure about this issue. Please take a look and add the label if you agree it's a bug and can be handled by external contributors

We think that this bug might be related to #wave-collect - Release 1

I think this is resolved by #39433 - retesting now
