Issue found when executing PR #41465

Action Performed:

Precondition:

• Account has no workspace

1. Go to staging.new.expensify.com
2. Go to FAB > Track expense
3. Track a manual expense
4. In 1:1 DM, click Categorize it

Expected Result:

There will be a search bar in Category list (production behavior)

Actual Result:

There is no search bar in Category list

@blimpich FYI I haven't added the External label as I wasn't 100% sure about this issue. Please take a look and add the label if you agree it's a bug and can be handled by external contributors
