This PR resolves multiple deploy blockers which were introduced here.

Action Performed:
Precondition:
Workspace has a default workspace.
Go to staging.new.expensify.com
Open FAB > Submit expense > Manual.
Enter amount > Next.
On confirmation page, click on the destination field.
Select a user (not workspace) with no chat history.
Submit the expense to the user.
Go to workspace chat.
Click on the expense preview.
Expected Result:
The expense will be submitted to the user instead of workspace chat.
Actual Result:
The expense is submitted to the workspace chat instead of user when 1:1 DM is the destination.
The expense submitted to the workspace chat fails and shows error.
If the expense is submitted to user with chat history, the expense is submitted to the correct destination but it shows an error and 1:1 DM will load infinitely.
