Action Performed:

1. Go to staging.new.expensify.com
2. Open 1:1 DM.
3. Click + > Pay user.
4. Enter amount > Next.
5. Click Pay elsewhere.
6. Click on the expense preview.

Expected Result:

Expense report will be displayed.

Actual Result:

Expense report is empty.
