Action Performed:

1. Go to staging.new.expensify.com
2. Log in with a new Gmail account.
3. Click Skip on work email step.
4. Select Track and budget expenses.
5. Enter name.
6. Click Create workspace.
7. Complete the rest of the flow.
8. Open search field.
   9
   . Enter your own email.

Expected Result:

Self DM will appear in the search result.

Actual Result:

Self DM is not created when workspace is created during Track and budget expenses flow.
