Coming from this discussion, let's update the new report's empty state to make adding new expenses more visible and maintain consistency with the primary action and more action buttons.
This is how we want the report empty state to look like:
Remove the primary action button Add expense from the report header and instead move it to the report empty state.

Whenever theAdd expense button is clicked it will display a popover menu with the options to create a new expense or add an unreported expense

Keep the More button as the secondary action button with the option to add expenses also there
