Issue reported by: Applause - Internal Team

Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace cha
3. Submit an expense to the workspace chat
4. Open transaction thread
5. Disable reimbursable toggle
6. Go offline
7. Click More > Split
8. Click Save
9. Open any split

Expected Result:

Reimbursable toggle will be disabled because it is disabled before the split

Actual Result:

Reimbursable toggle is enabled when it is disabled before the split and then expense is split offline
