Precondition:

• Log in with Expensifail account.

1. Go to staging.new.expensify.com
2. Go offline.
3. Create a workspace.
4. Go to workspace settings > Overview.
5. Scroll down to Expense policy.

Expected Result:

Expense policy section will be grayed out when workspace is created offline.

Actual Result:

Expense policy section is not grayed out when workspace is created offline.
