Action Performed:

1. Go to https://staging.new.expensify.com
2. Click on FAB and Start chat
3. Add an email that you haven't chatted before and select it

Expected Result:

The "Use the + button to create, split, or pay an expense." is shown after the name of the user

Actual Result:

The "Use the + button to create, split, or pay an expense." is missing in staging
