[Home Page] Update Home / `Time Sensitive` header treatment

We've had some feedback that the existing Time sensitive header section is a bit too strong, specifically the icon and text color. Currently they are both read. As a result, let's just make this section consistent with the rest of Home and: 1) use our standard strong text color for the header title; 2) Remove the icon.

I think the idea here was to simply remove the icon as well, so it's just a text-only header like the rest. cc @adamgrzybowski
